Purpose of the Role

The Safety Supervisor will be responsible for implementing, monitoring, and enforcing Health, Safety & Environment (HSE) standards across Cosmic Infra’s Transmission, Distribution, and Substation EPC project sites. This is a frontline, field-based role that requires active, daily supervision of site personnel and subcontractors to eliminate unsafe practices, prevent accidents, and safeguard personnel, property, and the environment.

Key Responsibilities

1. Field Inspection & Operational Safety

• Implement company, client, and statutory HSE requirements across all active project sites.
• Conduct daily site inspections to proactively identify, record, and resolve unsafe acts and conditions.
• Exercise full authority to immediately stop any work activity that poses an imminent danger to life, equipment, or the environment.
• Ensure strict adherence to Risk Assessments, Job Safety Analyses (JSA), and Permit-to-Work (PTW) protocols prior to task execution.
• Inspect and verify the integrity of fall-protection systems, lifting tools, rigging gear, scaffolding, power tools, and specialized safety equipment.
• Maintain site safety perimeter integrity through proper barricading, hazard signage, and restricted-access zoning.

2. High-Risk Work Oversight

• Provide continuous visual monitoring during high-risk power infrastructure activities:
  • Tower erection and conductor/ground-wire stringing.
  • Working at elevated heights and on structural steelwork.
  • Heavy lifting, crane operations, and complex rigging.
  • Deep excavations, trenching, and foundation civil works.
  • Electrical equipment installation, high-voltage testing, and plant commissioning.
  • Operations in proximity to energized transmission lines or live substation bays.
  • Hot work, welding, cutting, and heavy machinery operations.
• Enforce strict electrical isolation controls, Lockout/Tagout (LOTO) procedures, grounding/earthing protocols, and safe working clearances.

3. Site Induction, Training & Subcontractor Management

• Deliver mandatory safety inductions, pre-task briefings, and daily Tool Box Talks (TBT) to site workers and subcontractors.
• Verify that all workers and subcontractors are properly equipped with, and correctly utilize, mandatory Personal Protective Equipment (PPE).
• Monitor subcontractor operations continuously to ensure 100% compliance with Cosmic Infra’s HSE frameworks and contractual obligations.

4. Incident Management, Reporting & Compliance

• Report all site incidents, accidents, property damage, and near-misses immediately to leadership and assist with thorough root-cause investigations.
• Track and ensure the timely completion of all Corrective and Preventive Actions (CAPA) arising from inspections, incidents, and audits.
• Support site emergency preparedness by overseeing first-aid stations, firefighting equipment readiness, and routine emergency response drills.
• Maintain accurate daily and weekly HSE records, site logs, and statutory documentation, delivering timely reports to site management.
• Enforce strong site housekeeping standards and environmentally responsible waste disposal practices.

Required Qualifications & Experience

• Education: Diploma or Bachelor’s Degree in Engineering, Occupational Health & Safety, or a related technical discipline.
• Certifications: NEBOSH (IGC), IOSH, OSHA 30-Hour, or equivalent recognized safety qualification preferred.
• Experience: Minimum 3–5 years of active construction/EPC safety supervision experience.
• Domain Expertise: Prior experience on High-Voltage Transmission Line, Power Distribution, or Substation projects is strongly preferred.
• Technical Knowledge: Deep practical understanding of work-at-height safety, high-voltage electrical hazards, rigging/lifting standards, excavation safety, and emergency response procedures.
• Mobility: Full willingness and ability to reside at project sites and work in remote regional locations as required.

Purpose of the Role

The General Manager (GM) of Cosmic Infra Pvt. Ltd. will serve as the overall business and operating head of the company, holding complete P&L responsibility for its growth, profitability, project execution, operations, people, and performance. Operating with a CEO mindset and owner-level accountability, the GM will translate the Group’s strategic vision into measurable business outcomes. The role will direct all major functional areas, including business development, EPC project delivery, Operations & Maintenance (O&M), engineering, procurement, construction, commercial & contracts, finance, HR, HSE, quality assurance, management reporting systems, and key client management. The position requires an established infrastructure leader with deep technical expertise in the execution, commissioning, operation, and maintenance of Transmission & Distribution (T&D) and substation projects, paired with proven commercial acumen and corporate leadership capability. Overall Mandate: Build Cosmic Infra into a highly profitable, professionally managed, and scalable EPC and O&M infrastructure benchmark in Nepal and selected international target markets.

Key Responsibilities

1. Business Operations & P&L Leadership

• Take complete ownership of company P&L, revenue execution, gross margins, EBITDA, net profitability, working capital, and operational cash flows.
• Develop and execute annual business plans, capital budgets, and long-term corporate growth roadmaps.
• Establish systems for project controls, management information systems (MIS), financial reporting, project procurement, and executive performance dashboards (e.g., SAP ERP, Microsoft D365).
• Conduct regular operational and financial performance reviews, initiating immediate corrective actions when variances occur.

2. EPC Project Delivery & Operational Excellence

• Direct all EPC projects end-to-end, from initial contract award through engineering, procurement, construction, testing, commissioning, handover, and defect liability management.
• Ensure all projects are executed safely, on schedule, within budgeted costs, and in compliance with strict quality standards.
• Provide executive oversight and technical governance for high-voltage transmission lines, distribution networks, substations, rural electrification, and associated civil/electromechanical scopes.
• Oversee engineering design integration and supply-chain planning to protect overall project execution timelines and profitability margins.

3. O&M Vertical Expansion

• Build and scale Cosmic Infra’s Operations & Maintenance (O&M) division for T&D networks and substations as a core recurring-revenue vertical.
• Establish comprehensive O&M capabilities spanning preventive, predictive, corrective, and emergency response services while optimizing asset availability and meeting SLA targets.
• Systematically identify opportunities to convert completed internal and third-party EPC projects into long-term O&M service agreements.

4. Business Development & Stakeholder Relations

• Lead order acquisition strategies across both EPC and O&M sectors—including target opportunity screening, bid/no-bid analyses, pricing strategy, commercial negotiations, and contract finalization.
• Build trusted, long-term relationships with power utilities, government regulatory authorities, Independent Power Producers (IPPs), multilateral funding institutions, engineering consultants, and strategic suppliers.
• Represent Cosmic Infra as its senior executive face to major clients, industry partners, and government stakeholders.

5. Commercial Discipline, HSE & Organization Building

• Maintain stringent commercial controls across all contracts: manage cost baseline variations, timely milestone billing, aggressive collections, variation orders, claims realization, and subcontractor management.
• Enforce uncompromising standards for Health, Safety & Environment (HSE), quality management, statutory compliance, corporate governance, and business ethics.
• Recruit, develop, and retain high-performing technical and managerial talent, building strong second-line leadership across departments.

Required Qualifications & Experience

• Educational Background: Bachelor’s Degree in Electrical Engineering preferred. (Civil or Mechanical Engineering degrees are acceptable for candidates with extensive power-sector infrastructure experience). Master’s Degree in Business Administration (MBA) or Executive Project Management is strongly preferred.
• Total Experience: 15–20+ years of progressive operational and leadership experience in EPC, power infrastructure, or utility construction.
• Technical Scope: Proven hands-on track record managing Transmission Lines, Distribution Networks, and Substation projects (across both EPC execution and O&M stages).
• Leadership Experience: Prior background as a General Manager, Business Unit Head, Chief Operating Officer (COO), or Project Director with full P&L ownership and business development responsibility.
• Institutional Knowledge: Demonstrated experience delivering large-scale government, state utility, or donor-funded/multilateral agency (e.g., ADB, World Bank) infrastructure projects.
